WASHINGTON — Railroad tank cars carrying hazardous materials must be replaced, rebuilt stronger and travel at slower speeds over half of the nation’s tracks under new federal proposals. The new rules are in part a result of the 2005 train crash in Graniteville that caused a 90-ton chlorine car to rupture, spilling gas that killed nine people.
